Highlighting the split between pedophiliacs and those who actually act on their urges is a potentially reasonable goal (potentially destigmatizes the condition to the point where getting professional help is easier / "feels less socially risky") which is also sought by what one might consider more reasonable fellows than the OP.

There's a case to be made for legalizing the "only in theory" part too, based on what I could find in https://www.forbes.com/sites/timworstall/2013/07/07/outrage-as-judge-tells-the-truth-about-child-pornography/ . Countries where child pornography was legal had remarkably dropped sexual child abuse rates - seems to be because it places the legality barrier one step further and thus give more of an incentive to not escalate beyond the "easiest" means to indulge in pedophilia. (This is, of course, a much harder ethical/moral question to resolve than the former point.)
